Edward Michael “Mike” Harris

Founder and Chief Executive Officer

Edward Michael “Mike” Harris founded Capital Consultants, Inc. in 1997 in response to requests from clients for support in managing their challenging development projects. Mike has owned and operated his own construction business for most of his professional career; managing hundreds of millions of dollars in multi-family housing construction consisting of new construction, rehabilitation and conversions. His construction experience runs the gamut from single-family luxury housing to both low and high-rise multi-family projects and commercial buildings. Mike has managed projects throughout the State of Missouri, California, New York, New Jersey, Georgia and Oklahoma.

With his extensive experience in the construction of publicly-funded and tax-credit supported projects, Mike has developed expertise in managing projects with tight budgets, tight schedules and multi-layered funding. He is outcome-oriented and works closely with each client to identify desired results and develop a package of services and a project team to achieve the client’s goals. In addition to creating innovative project-tracking procedures, he has developed a variety of methods for ensuring Section 3 involvement and minority participation in construction that has provided real opportunity to local residents. Mike’s early career was in real estate. He has been a licensed real estate broker for over 30 years.

 

Kathleen A. Sorkin

President

Kathy brings significant knowledge of real estate development, finance, asset management, construction underwriting and disbursing to her position with Capital Consultants. As President, she oversees all business operations and development.

Prior to joining Capital Consultants, Kathy served as Vice President and COO of the St. Louis Equity Fund, which manages the investments of civic-minded corporations and banks in residential real estate developments to provide affordable housing, revitalize neighborhoods and provide tax credit benefits. Kathy was responsible for day-to day management of their existing real estate portfolio of 95 residential developments located in St. Louis and throughout the State of Missouri. She analyzed and helped to develop new projects financed through equity investments from corporations and banks, based upon Federal and State Low Income Housing Tax Credits and Federal and State Historic Rehabilitation Tax Credits. During her 7 years at SLEFI, Kathy supervised development, construction, asset management and administrative staff.

After four years with Ticor Title, Kathy served as Assistant Vice-President of Commonwealth Land Title Insurance Company for 8 years where she led the department she founded to become the largest and most successful in the state. It remains so today. During her career in the title industry, she was responsible for over $400 million in construction underwriting and disbursing.

Kathy attended City University in New York where she started her career in housing development as a VISTA volunteer in 1967, continuing her work in development in Mayor John Lindsay's office and later as Director of Operations of the Association of Neighborhood Housing Developers. Kathy holds a Missouri Real Estate Broker's license. She is a long-time Board Member and former President of Habitat for Humanity - St. Louis. She is currently participating in the FOCUS St. Louis Leadership Program.

 

Anne Marie Kinerk, AIA 

Chief Operating Officer

Anne Marie is a licensed architect with over 30 years of experience in design, project management, code compliance, building assessment and development training. AS COO of Capital Consultants, Anne Marie is responsible for coordinating client services and providing supervision and direction to technical staff and consultants.

Anne Marie’s experience has been wide-ranging. She has worked in traditional architectural practice, ultimately as a partner in an architectural firm, specializing in housing design and rehabilitation, building accessibility and building code compliance. While working as a project manager with the State of Kansas, Division of Architectural Services, she acted as owner’s representative on multi-million dollar institutional and university construction projects, taking projects with set budgets through design and construction, administering construction contracts and managing diverse project teams.

Anne Marie worked as the chief architect for the State of Missouri’s housing finance agency for 6 years, clarifying funding requirements and educating the development community in all aspects of planning, developing and maintaining affordable housing projects. Anne Marie’s staff at the Missouri Housing Development Commission was responsible for ensuring that housing developments funded with state and federal tax credits and the HOME Investment Partnership Program met all federal and state program requirements such as life safety, environmental, energy efficiency and accessibility. She directed the commission’s ongoing construction inspections, provided construction document reviews and performed property evaluations and budget reviews of proposed developments. She also provided training throughout the State on the Fair Housing design requirements, accessibility standards and universal design.

Anne Marie is an active member of the International Code Council and served as an officer in the Kansas City chapter affiliate. She has provided her building code expertise to private and public clients for over 20 years.

 

Charles V. Harris

Project Management

Charles has over 25 years of experience in the construction industry. He has worked as a material supplier, subcontractor and general contractor and has acted as project superintendent and project manager for a variety of housing and commercial projects in the St. Louis region.

Charles helps both private and public clients achieve their development goals in Missouri, Illinois and the Northeast, acting as the owner’s representative for both new construction and rehabilitation projects ranging from townhouse developments to high rise housing. He has a degree in business administration and a background in real estate in addition to his broad construction experience, which makes him uniquely qualified to work with owners and investors in overseeing their construction projects. Due to his extensive construction background Charles is able to recognize construction-related issues before they happen and make recommendations for avoiding common pitfalls in the field. He provides Physical Needs Assessments and accurate budget estimates that allow clients to submit realistic funding applications to state and federal agencies.

Charles maintains his real estate broker’s license and is also a Certified Uniform Physical Condition Standards Inspector, certified to conduct HUD REAC inspections.

 

Ronald L. Entwistle

Project Manager

With 30 years of experience in the construction industry, Ron Entwistle’s expertise in managing construction projects from conception to completion greatly enhances Capital Consultants. He gained his professional experience as Senior Project Manager for Fairway Construction, as an ASHI Inspector with ABA Inspection and Consulting, and as Vice President and co-owner of HBD Contracting in St. Louis.

Ron values the quality of the relationships he establishes with clients. He knows the importance of communicating with the development team, whether it be determining their budget criteria, or providing continuous updates to owners or lenders in order to meet critical path scheduling. Participating in the negotiation and administration of construction contracts allows Ron to help resolve field problems, thereby minimizing project delays, potential liabilities, and increased costs to owners and lenders.

A native of the St. Louis area, Ron obtained his B.S. in Civil Engineering from the University of Missouri, Rolla. He has been a registered Professional Engineer (P.E.) in the State of Missouri since 1980. Ron served on the Fort Zumwalt School District Board of Education from 1990 to 1996. He attended the St. Peter’s Citizen Police Academy and was a member of the TIF commission from 1994 to 1996.

 

Kevin E. Buchek, Esq.

Project Manager and General Counsel

Kevin’s background spans construction and the legal aspects of construction. Since receiving his law degree at St. Louis University, he has been working as a construction manager for E.M. Harris Construction Company and acting as a general counsel to the corporation. Kevin volunteers with ---- and is the Mayor of Bel-Nor in St. Louis County.

Kevin provides Capital Consultants with work flow organization for construction management activities. He reviews all construction related contracts and he assists with project coordination.

 

Jaime Fann

Assistant Project Manager

Jaime’s background includes a business administration degree from Loyola University in New Orleans and office management for E. M. Harris Construction Company.

She provides Capital Consultants with ongoing review of client budgets, client sources and uses statements, contractor payment requests and tracks and approves project contingency spending. Jaime also performs other administrative support functions.
